Ranchi : झारखंड बिजली वितरण निगम लिमिटेड की बोर्ड बैठक पिछले आठ महीने से नहीं हुई है. जेबीवीएनएल की बोर्ड बैठक नहीं होने से निगम के कई काम प्रभावित हैं. पिछले साल दिसंबर महीने से ही बिजली वितरण में बोर्ड की बैठक नहीं की गयी है. न ही इसके लिए कोई तारीख तय की गयी है. बोर्ड के वरीय अधिकारियों की मानें तो, बिजली वितरण निगम की बोर्ड बैठक सीएमडी के आदेश पर होती है.
पिछले आठ महीने से निगम के सीएमडी की ओर से इस संबध में कोई निर्देश नहीं दिया गया है. जबकि कई महत्वपूर्ण प्रस्ताव है, जो इस बैठक में आने हैं. महत्वपूर्ण प्रस्तावों पर बोर्ड की सहमति के बाद ही आगे काम किया जायेगा. जेबीवीएनएल के कई काम बोर्ड बैठक के कारण ही लंबित हैं. बता दें कि उर्जा विभाग के सचिव ही निगम बोर्ड के सीएमडी होते हैं. ऐसे में सीएमडी की ओर से तय की गयी तारीख में ही बोर्ड की बैठक की जाती है.

स्मार्ट मीटर के नये टेंडर का प्रस्ताव है लंबित
बोर्ड की बैठक नहीं होने से पिछले आठ महीने में कई प्रस्ताव लंबित हैं. इसमें जेबीवीएनएल के कई पदों पर बहाली पर निर्णय लिया जाना है. हालांकि कई बार नियुक्ति मामले में जेबीवीएनएल के वरीय अधिकारियों ने बैठक की है. लेकिन प्रस्ताव बोर्ड में आना अनिवार्य है. वहीं सबसे प्रमुख प्रस्ताव में स्मार्ट मीटर के लिए टेंडर का प्रस्ताव है.
साल 2018 में जेबीवीएनएल की ओर से स्मार्ट मीटर टेंडर की निगरानी जांच हो रही है. यह टेंडर सिर्फ रांची शहर के लिए निकाला गया था. इसके बावजूद, जेबीवीएनएल ने फिर से नये टेंडर की योजना बनायी है. जिसके तहत रांची समेत अन्य सर्किलों में भी स्मार्ट मीटर लगाये जायेंगे. जो प्री पेड मीटर होंगे. योजना है कि धनबाद, रामगढ़, हजारीबाग समेत अन्य जिलों में भी स्मार्ट मीटर लगाये जायेंगे. फिलहाल बोर्ड बैठक नहीं होने से ये प्रस्ताव लंबित है.
चुनाव और लॉकडाउन भी कारक
राज्य में नवंबर के शुरूआती दिनों में आचार संहिता लागू किया गया. इस दौरान एक बार बोर्ड बैठक की गयी. इसके बाद दिंसबर तक राज्य में आचार संहिता रहा. जनवरी, फरवरी और मार्च के अंतिम दिनों तक बोर्ड की बैठक नहीं की गयी. जबकि मार्च 24 से देशभर में लॉकडाउन की घोषणा की गयी. बिजली बोर्ड आवश्यक सेवाओं में आने की वजह से कार्यालय खुले रहें. अनलॉक में आने के बाद भी जेबीवीएनएल में बोर्ड की बैठक नहीं की गयी. पहले हर महीने बोर्ड की बैठक की जाती थी.
