Ranchi: पूर्व मंत्री सरयू राय की किताब “मेनहर्ट नियुक्ति घोटाला लम्हों की खता” पुस्तक का विमोचन हुआ. कार्यक्रम सरयू राय के रांची स्थित आवास पर किया गया. कार्यक्रम के मुख्य पूर्व मुख्य सचिव अशोक सिंह थे. पुस्तक का प्रकाशक नेचर फाउंडेशन है. मौके पर निरंजन सिंह, धर्मेंद्र तिवारी, आशीष शीतल, अधिवक्ता राजीव कुमार, समाज सेवी बलराम, राम नारायण शर्मा आदि मौजूद थे.

मीडिया से बात करते हुए पूर्व मंत्री सरयू राय ने अपनी पुस्तक के बारे बताया. उन्होंने कहा कि इस किताब के जरिए यह बताने की कोशिश की है कि कैसे किसी परियजना की भ्रूण हत्या कर दी गयी. कहा कि ऐसी पुस्तक पढ़ना थोड़ा ऊबाऊ होता है. लेकिन किताब लिखने के दौरान यह कोशिश की गयी है कि पुस्तक ऊबाऊ न लगे. कहा कि पूरी किताब तथ्य और सच्चाई पर आधारित है. राजधानी बनने के बाद हाइकोर्ट ने एक मामले की सुनवाई के दौरान रांची में सिवरेज ड्रेनेज के लिए परियोजना लगाने को कहा. सरकार को इस काम के लिए परामर्शी का चयन करना था. अर्जुन मुंडा की सरकार में बच्चा सिंह नगर विकास मंत्री हुआ करते थे. उनके कार्यकाल में दो परामर्शी रखे गये. लेकिन दोबारा बीजेपी की सरकार बनने के बाद नगर विकास मंत्री बदल गये. नये मंत्री रघुवर दास ने दोनों परामर्शी कंपनियों को काम से हटा दिया और टेंडर गाइलाइन को दरकिनार करते हुए मेनहर्ट नाम की कंपनी का चयन कर लिया.

उन्होंने कहा कि इस पुस्तक में साक्ष्य के साथ उन्हीं सारी अनियमितताओं का जिक्र है जो नगर विकास मंत्री रहते हुए रघुवर दास ने किये. इस मामले को बार-बार मेरी तरफ से उठाने के बाद बीजेपी में पदाधिकारियों के कान भरे जाने लगे कि मैं जानबूझ कर ऐसा कर रहा हूं. जिसके बाद मुझे ही पार्टी से बाहर का रास्ता दिखा दिया गया. इसके बाद ही मैंने रघुवर दास के खिलाफ उन्हीं के विधानसभा क्षेत्र से चुनाव लड़ने की ठानी. 2019 का चुनाव लड़ने के दौरान मैंने वहां की जनता से वादा किया था कि मैं मेनहर्ट नियुक्ति मामले के सारी अनियमिताओं को जनता के सामने लाऊंगा.

कार्यक्रम के मुख्य अतिथि झारखंड के पूर्व सीएस अशोक सिंह ने कहा कि मैं जब झारखंड का मुख्य सचिव था तो मैंने मेनहर्ट की फाइल पर कुछ टिप्पणी की थी और जानकारी मांगी थी. लेकिन ऐसा करने के ठीक पांचवें दिन मुझे पद से हटा दिया गया. कहा कि सिवरेज ड्रेनेज की समस्या आज की नहीं है. बल्कि हड़प्पा संस्कृति के वक्त से ये समस्या देखी जा सकती है. पोलैंड एक ऐसा देश है जो समुद्र तल से भी नीचे है. लेकिन उस देश ने भी सिवरेज ड्रेनेज की समस्या से निजात पा ली. लेकिन रांची को पिछले बीस सालों में इस समस्या से छुटकारा नहीं मिला. ऐसा सिर्फ और सिर्फ मेनहर्ट की नियुक्ति घोटाले की वजह से हुआ है. किसी भी काम के लिए कंसल्टेंट नियुक्ति करना गलत नहीं है. लेकिन नियुक्ति में गड़बड़ी होगी तो काम में भी गड़बड़ी होगी.
