With declaration of election by the Election Commission the Modal Code of Conduct comes into play. The District Returning Officer cum Deputy Commissioner can not conduct the elections with only help of administrative departments therefore other government organizations, undertakings, semi government are called on the deputation. Though these organizations help the administrative machinery but they are always scolded, humiliated everywhere.
In general the administrative staff how much may he be less qualified, hold lower post but assumes himself above than his counterpart or even person having post higher than him. During election period complex of administration increases manyfold. They use blatant lies, never maintain any time schedule and work in the most irresponsible manner. These administrative official never visit rural area. They sit in district or block headquarters; ask for readymade report from field. They leave no opportunity to humiliate the person on other side. This also is one of the reasons the personnel from other departments dislike election duty.

In the state of Jharkhand election, the machinery, people are scared to some extent of likely untoward incidents, which may occur to disrupt the election process. The media also blew this fear beyond proportion. The naxals may claim to be true patriot, well-wisher to the proletariats but they should go through soul searching exercise. In fact in rural tribal areas of Jharkhand they have no mass support. People are not sympathizer to them. With each passing phase of elections it is crystal clear that people have faith in the democratic system. The rural people who are very much innocent, lined up for at least 2-3 hours waiting for their turn to cast their vote. Without having expertise of so called face reader, with common sense one could easily say with confidence that these people have no intention of any kind of bogus voting. Most of the people had EPIC in their hands One can also say that barring one or two middle level casts in Jharkhand, people are not motivated by this cast menace. Poverty is their curse. Very few may be lured by some paltry sum. They have casted their votes. If they find later on that their representative is corrupt and of no use for betterment of their hard struggling life they may get disillusioned of the so called largest democracy. They may not be silent on being scolded at block head quarter, ill treated on floor of hospital and thrashed by police while powerful politicians, bureaucrats even after involving in heinous crime moves freely on bail, treated in cottage with all luxurious amentities. They may say SHAME ON THE SYSTEM and incline towards other path, which may not be peaceful for the society.
The state of Jharkhand has huge potential in its lean and thin simple people who without cunningness excel in all human qualities. They earn very little, have no intention of hoarding and enjoy life even in miseries. These people are waiting for opportune time to prove the quotation that “The old poor foolish person will remove the mountain”. There is only dearth of visionary leadership to motivate them in positive direction to transform the scenario.
